Welcome to the Louisa Community Emergency Fund LCEF Website How Do I Get Help. If you are a Louisa County resident who has had a recent crisis that prevents you from paying all of your current housing bill rent or mortgage or a basic utility bill we can help you. LCEF has a Coordinator at Goshen Baptist Assoc. who handles our rent and mortgage help applications.
