In April 1997 at the Presidents Summit for Americas Future Presidents Clinton Bush Carter Ford and First Lady Nancy Reagan representing President Ronald Reagan joined General Colin Powell. They issued a challenge for all Americans to help atrisk youth gain access to five essential tools for success.
