Orientation Manual Orientation Manual Since 1992 we have represented our member organizations by bringing local public health concerns to the attention of those who are responsible for developing public health policy at the state and national levels. Local Boards of Health in New Jersey are responsible for ensuring the development and implementation of public health policy and programs in communities. We provide a platform and framework for Local Boards of Health to communicate with each other and to access information and training that may improve their ability to lead their communities toward improved health. NJLBHA is a member of PHACE Public Health Associations Collaborative Effort a collaboration of six professional public health organizations working together for the advancement of public health in New Jersey.
