Construction, operation and maintenance of a public year-round swimming pool and other recreational facilities for the benefit of community members and their children, primarily consisting of the residents of Northwestern Lehigh School District and other contiguous communities in the rural Northwest region of Lehigh County, Pennsylvania. Development and operation of expanded educational, fitness and recreational programs to promote the civic wellness, health and general welfare of the community, and to lessen the burdens of local government by supplementing and expanding regional municipal recreational opportunities and resources.
