TO PROVIDE FAMILY-BASED TREATMENT SERVICES BY TRAINED FOSTER PARENTS FOR FOSTER CHILDREN AND YOUTH WHO ARE EXPERIENCING EMOTIONAL DIFFICULTY. CARE IS PROVIDED UNTIL CHILDREN ARE RETURNED TO THE FAMILY OR ADOPTED.
