Spread Love with Your Donation. The South River Foundation is dedicated to improving the quality of life for the most vulnerable members of our community Children. There are approximately 49000 students enrolled in the Portland Public School system. 61 of the elementary students and 50 of the high school students are eligible for the Free Lunch Program.
