As a Padi Divemaster, I was involved with teaching SCUBA classes for many years. About five years ago I was teaching a class when I noticed a pipe dumping raw sewage into the waters we were diving in. I reported the problem and it was resolved. Then I asked the question of who was monitoring these outpourings, and I got no answers. I consulted with one of the local heroes Charles Mehlert, who was one of the pioneers in environmental protection, and is known as the ?Father of the Underwater Parks System.? Mr. Mehlert had explained that it was a long time problem, with no immediate solutions. Some organizations have limited citizen monitoring of beaches, which is great, but when the beaches close due to pollution the source of the pollution is rarely identified. Our mission is to identify and report all outfalls illegally dumping along the California Coastline.
