PROVIDES SPACE AND FACILITIES FOR LOCAL VOLUNTARY AND COMMUNITY GROUPS AND FOR PUBLIC AND PRIVATE EVENTS IN REFURBISHED PARTS OF ECCLES TOWN HALL. PARTICULAR EMPHASIS ON IMPROVING SOCIAL CAPITAL, MENTAL AND PHYSICAL HEALTH AND, BY OFFERING VOLUNTEERING OPPORTUNITIES, REDUCING ISOLATION OF VULNERABLE MEMBERS OF THE LOCAL COMMUNITY.
