The Ballot Initiative Strategy Center Foundation Who We Are The Ballot Initiative Strategy Center Foundation a 501c3 organization strengthens democracy and supports civic education by ensuring the public is informed on the role issues and ballot measures play in civic engagement and building statebased power. The BISC Foundation supports advocates working toward social justice and their understanding of the issue landscape and direct democracy. The Foundation also serves as a trusted source on ballot measures and democracy trends as well as voter attitudes on issues and direct democracy. We serve as a convener and connector for the many groups directly affected by issues and ballot measures.
