DISABILITY SERVICES SERVING THE JERSEY CAPE REGION. In 1971 our founders Frances E. Goetz and Roy Gillian of Ocean City met to form the beginning of a grassroots organization for supporting employment training for the disabled of Cape May County. In 1973 Jersey Cape Diagnostic Training and Opportunity Center simply referred to as Jersey Cape was incorporated.
