PURPOSE AND OBJECTIVE At the Port Authority Lieutenants Benevolent Association LBA we provide a variety of benefits and services to our members. In addition to representing our members at the bargaining table in contract negotiations we also represent our members during impasse before a mediator and before a fact finder. EMPLOYMENT ISSUES We are the sole authority in all matters relating to terms and conditions of employment for all persons of the rank of Lieutenant. PUBLIC ADVOCACY The LBA promotes greater acknowledgement from the public of Police as members of the profession.
