7/29/2025 Reports of multiple people over dosing inside a vacant property. Philip St. & Promenade St, Detroit We encounter this situation on almost every COE delivery. We've taken to calling these vacant properties, with no heat, electricity or water, that are filled with dozens of homeless people, "ant hills". They are everywhere in our city, aside from in the 8-square miles of Downtown, Midtown and Corktown, where the suburbanites go to feel like Detroit is "coming back".
