West Coast Intercollegiate Soccer Officials Association Northern California Chapter of the National Intercollegiate Soccer Officials Association The West Coast Intercollegiate Soccer Officials Association WCISOA was founded in 1961 to provide trained and certified referees to serve the collegiate game. It is one of the charter members that formed the National Intercollegiate Soccer Officials Association in 1964. This Chapter of NISOA serves all of Northern California. BECOME A MEMBER Experienced soccer referees capable of officiating college and university level soccer games are strongly encouraged to apply for membership in WCISOA.
