What would economic development look like if resident well-being and equity were primary goals, not aspirational after-effects of growth? In a new Economic Development Quarterly article, Associate Director for Equity and Opportunity Haegi Kwon presents a framework to do exactly that. Haegi's model, Looking in, Leveraging, and Locking (3Ls), synthesizes existing asset-based theories to explore how economic development practice may be more attuned to promoting equitable development in places, particularly those with histories of disinvestment, population loss, and other challenges.
