The Center for U.S. Policy (CUSP) is a non-partisan research and education organization dedicated to enhancing the health, safety, and economic opportunity of all Americans. We focus on identifying and advancing solutions to our nation’s intertwined substance use disorder (SUD), mental health, and incarceration crises. In 2025, advancing health care, stigma-free social integration, and economic opportunities for people in SUD recovery is a top programmatic priority.
