This inspired key organizers Elka Rouskov, Teodora Minkova, and Evgenia Angelova to found BCHCS in June 2011. The organization subsequently formalized its structure with a Board of Directors, bylaws, and a mission statement. BCHCS was officially registered with the Washington Secretary of State in July 2011 and secured federal nonprofit status in 2012[3].
