THE PROBLEMs Over the past fifteen years democracy has been in steady retreat across much of the world including in Africa as political freedoms decline attempts are made to stifle civil society muzzle the press dismantle democratic institutions and restrictions on presidential term limits are lifted. Proreform leaders both inside government and those on the outside in the political opposition and civil society often lack the support solidarity and global connections that are required to address these problems and advance a reform agenda.
