How can you tell how well a school is serving its English Learners? 📊 One way is through the English Language Progress Indicator, which shows how many students improved on the state’s ELPAC test, stayed the same, or decreased. Another way is the reclassification rate—how many students each year are able to exit English Learner status (though this data hasn’t been published since 2020–21). Schools also track the number of students who are Long-Term English Learners (LTELs) or at risk of becoming LTELs. These are students who have been in U.S. schools for years but struggle to move beyond intermediate proficiency.
