Namibia is seeking approval to trade in ivory and rhino horn at the major CITES meeting in November. However, its neighbour South Africa, which has historically supported ivory trade proposals, has publicly acknowledged that conditions for trade are unfavourable due to limited resources, inconsistent laws, weak partnerships, knowledge gaps and negative international perceptions of the ivory trade.
