Opportunities for Employment Inc.

Opportunities for Employment Inc. (OFE) is a Canadian faith-based nonprofit organization dedicated to providing free employment services to job seekers and employers in Winnipeg, Manitoba. Established in 1996, OFE aims to create long-term, sustainable employment matches to foster economic growth and individual independence.

History

OFE was founded following the inspiration of Art and Leona DeFehr, who, after witnessing the success of America Works in the United States—a program using an incentive-based business model to assist low-income individuals in finding jobs—sought to replicate its approach in Manitoba. With collaboration from Mennonite Central Committee (MCC Manitoba), Eden Health Care Services, Mennonite Economic Development Associates (MEDA – Winnipeg chapter), and a two-year pilot contract funded by the Manitoba government, OFE was launched to serve the local community.

Over more than 25 years, OFE has helped over 30,000 people in Winnipeg secure employment. The organization has continuously evolved to address changes in the local labor market and the diverse demographics of job seekers in the region. It is recognized as a leader in employment development research and innovation, pioneering entrepreneurial and incentive-based approaches that enhance employment rates, economic productivity, and reduce dependence on social assistance programs.[2][4]

OFE's core mission is to equip individuals with the tools and resources needed to achieve and maintain meaningful employment, thereby promoting greater independence and self-sufficiency. The organization offers various free programs, workshops, and personalized one-on-one services designed to prepare job seekers for the labor market and support employers in recruiting qualified candidates.
