Public Legal Information Association of Newfoundland
The Public Legal Information Association of Newfoundland and Labrador (PLIAN) is a non-profit organization dedicated to providing public legal education and information services. It operates as a registered charity and is the only organization of its kind in the province, exclusively focused on increasing access to justice for all members of society.
History and Mandate
PLIAN's primary mandate is to educate the public about legal issues, fostering a better understanding of the law, legal processes, and the administration of justice. As an independent non-profit, it plays a crucial role in enhancing civic awareness and promoting legal literacy across Newfoundland and Labrador.
Programs and Services
PLIAN offers a range of services designed to support individuals navigating the legal system:
- Lawyer Referral Service: PLIAN facilitates referrals to lawyers who provide initial consultations at a nominal fee. This service helps individuals connect with legal professionals and receive initial advice.
- Community Information Sessions: These sessions aim to deliver legal information in a plain language format, encouraging discussion and sharing among participants. They focus on topics such as the criminal justice system.
- The Journey Project: This initiative provides support to individuals who have experienced sexual violence, connecting them with legal support navigators.
- Legal Information Line: PLIAN offers general legal information to assist individuals in understanding and navigating the legal system.
Impact and Relevance
By providing accessible legal education and information, PLIAN plays a vital role in ensuring that all members of Newfoundland and Labrador's communities have the knowledge needed to access justice. Its services help bridge the gap between legal professionals and the public, promoting informed participation in legal matters.

Today is a special day at PLIAN as we celebrate Shirley White, our Access to Justice Coordinator for Labrador, who is retiring today. Shirley has had a long career working in the legal system in Labrador, but we have been very lucky to have her work with us over the past 5 years, leading the launch of our Labrador Office in Happy Valley-Goose Bay. During her time working with PLIAN, Shirley has directly supported thousands of Labradorians with their legal issues and questions, helping them better understand their legal rights and options and how to navigate through the legal system. She has travelled to every corner of Labrador to deliver legal education presentations and help facilitate free legal clinics in communities from Nain to Labrador City, Forteau to Sheshatshiu, and everywhere in between! Shirley led the way with the development of our office in Goose Bay and our services in Labrador, later welcoming the other members of our Labrador "Dream Team", Paula Michelin and Martina Lavallée, who will carry on the great work Shirley started along with our newest staff member in Labrador, Abby Poole. Shirley is a true champion for access to justice, for legal education, and for the people of Labrador. We will miss her very much at PLIAN, but we are so happy that she will be able to enjoy her incredibly well-deserved retirement and be able to take more time to travel and spend time with her family! Congratulations Shirley, thank you for all you have done, and best wishes for your retirement!! (fb)
