CLH Developmental Support Services is a Canadian nonprofit organization dedicated to providing specialized support and programs for children, youth, and adults with developmental needs. Founded in 1960 and incorporated as a charitable organization in 1966, CLH DSS has a long history of serving individuals across Simcoe County, Ontario, with a commitment to inclusion, empowerment, and lifelong learning.
History and Governance
Established initially in the North Simcoe community, CLH Developmental Support Services has expanded its reach throughout Simcoe County. The organization is governed by a nine-member volunteer Board of Directors, overseeing its mandate to deliver a wide array of programs and supports for individuals with developmental disabilities and their families.
Programs and Services
CLH DSS supports over 2,500 individuals annually across all age groups through various tailored programs:
- Adults (18 years and older): Services include Supported Living Homes, Supported Independent Living, Community Participation Supports, Supported Employment Program, Host Family Provider, and participation in the Community Networks of Specialized Care – Central East.
- Youth (ages 14–21): Transitional Aged Youth programs and Teen Camp initiatives aimed at fostering independence and skill development.
- Children (infants to age 12): Early intervention and resource consultation services, Ontario Autism Programs, and Quality Inclusive Support Services designed to support families and young children with developmental needs.
The organization also emphasizes community integration, offering employment support involving pre-employment preparation, job coaching, and assistance with job searches and applications.
Funding and Partnerships
CLH DSS receives financial support from several sources, including the Ministry of Children, Community and Social Services, the Ministry of Municipal Affairs and Housing, and the County of Simcoe. Additionally, the CLH Foundation plays a crucial role in supplementing funding through fundraising campaigns that enhance the quality of life for those supported. Funds raised by the Foundation are used to cover costs for camps, recreational activities, specialized transportation, and medical needs not funded through other channels.
CLH Foundation
The CLH Foundation is the fundraising arm of CLH Developmental Support Services. It focuses on improving the quality of life and opportunities for individuals supported by CLH DSS. Through campaigns like Commitment to Care, the Foundation addresses the complex and evolving medical needs of the aging adult population served by the organization, providing essential support without additional cost to the individuals.
Community Impact
With a focus on advocacy for choice, inclusion, and community belonging, CLH DSS has established itself as a leader in the developmental services sector within the region. The organization continues to foster partnerships with local agencies and developmental service organizations to promote growth, change, and development across the sector.

The gardens at Olive St have been transformed by the #GreenThumbs of the CLH Developmental Support Services CPS Garden Crew, who have been digging in all spring and summer with wonderful results! CPS Direct support pro Melanie shared this: “We’ve been working very hard on the gardens all around the Olive St building, weeding, turning soil, ripping out invasive plants, and selecting and planting beautiful flowers and trees! We used the greenhouse to grow veggies and herbs we started from seed, and we’re looking forward to harvesting them. We've also added feeders to attract beautiful birds to the garden. This has been one busy project for people who aren't typical gardeners but we are proud of what we have created and look forward to keeping this up and adding to it over the years!” On behalf of every one of the CLH community for whom Olive St is a program and work hub - Thank you, CPS Gardeners! 🌱 Thank you to @TM Trees Inc. for donating mulch for the gardens. We are grateful for a generous donation from the Henry Family as well as a “Smart and Caring Grant” from Huronia Community Foundation which will make gardening at Olive St a year-round, indoor-outdoor endeavour. 🌱 (fb)
