SHAME ON CLBC. Florence Girard—a woman with Down syndrome—starved to death under the care of CLBC’s contracted home share system. An inquest jury gave 15 recommendations to prevent this from happening again. 11 were directed specifically at CLBC. None have been implemented. CLBC hides behind the language of “inclusion” and “rights-based frameworks” while refusing to act on life-saving policy changes. This is not oversight. It’s erasure. Florence did not choose to die. She deserved dignity. She deserved care. She deserved better. CLBC cannot continue to use the language of rights to justify neglect. Fulfilling someone’s rights means protecting them.
