Big changes are coming to how schools in Massachusetts use time-out and seclusion. The Board of Elementary and Secondary Education just approved new regulations that clarify and update how these practices can be used—and ensure stronger protections for students. 🔒 Time-out must now happen in spaces that are unlocked and allow students to leave freely. Seclusion is only allowed in emergencies involving an imminent risk of serious physical harm—and even then, only with strict safeguards in place. 🏫 Schools will need to make sure any room used for time-out meets specific standards: it must be age-appropriate, safe, ventilated, and meet building and fire codes. 👩⚕️ Emergency seclusion will now require adult supervision, parental consent, and documentation from a licensed physician or mental health professional, along with clear communication to families and regular data reporting to DESE. 🗓 These updates go into effect August 17, 2026, giving districts time to prepare and implement changes. These steps are intended that time-out and seclusion are used safely, appropriately, and only when absolutely necessary—with transparency and student well-being at the center. Juneteenth, observed on June 19th each year, marks the day in 1865 when enslaved people in Galveston, Texas, learned of their freedom — more than two years after the Emancipation Proclamation. Today, it serves as a time for reflection, education, and celebration of Black history and culture. As we honor the progress that has been made, we also recognize the ongoing fight for racial justice — including the critical work still needed to ensure students of color receive an equitable education. Children and youth who are given a meaningful opportunity to succeed in school are overwhelmingly likely to go to college andor into the work force. Equitable education for all leads to a substantial reduction in the number of people imprisoned in our state and nation and to pathways out of poverty for families and communities of color.
