Founded in 1998, Harbor Communities Overcoming Violence (HarborCOV) provides linguistically and culturally appropriate, high-quality emergency and support services to, transitional and permanent low-income housing for, and advocates on behalf of, victims and survivors of domestic violence, while working to educate the public on its causes and consequences. HarborCOV provides a broad array of services, including: a 24-hour emergency and referral hotline; comprehensive case management; emergency, transitional and permanent housing; and specialized legal advocacy, economic development, youth and public education activities.
