The term "crossover" or "dual system" youth refers to the large percentage of children in the juvenile justice system who have been in the child welfare system. When youth in the child welfare system are funneled into the juvenile justice system due to systemic failures, it reflects a failure of government to protect welfare and uphold equitable justice.
